That appears in the journal, so you do that and when returning to solitude and speaking with her she then says she will make you a thane if you assist 5 people in solitude and buy a house. I did their bidding, bought proudspire, and was named thane (given the goodies).

If this is about the bug where it's stuck at 6/5, it should be enough to get the thane status according to the bugs section. I already helped more than five people in the region so i got an immediate 5/5 and could buy the house.
